Proposals for discussion:
- improvement of international sports law in the context of legal decisions taken by the IOC and WADA;
- harmonization of legislation on articles 230.1 and 230.2 of the Criminal Code of Russian Federation: to enlarge the list of involved persons, addition of qualifying characteristics;
- development of the mechanism of "automatic" alignment of the resolution of the Government of the Russian Federation for the needs of the articles with the annually updated list of prohibited substances and methods of the WADA code;
- introduction of the disciplinary responsibility for withdrawing from competitions without a valid reason;
- protection of athlete’s rights;
- development of a universal (for any region) "road map" with deadlines and responsible executors with mandatory inclusion of a plan of educational activities for athletes, coaches, doctors, representatives of regional federations;
- inclusion of the mandatory condition for athletes who are candidates for entering Russian national team or its reserve (presence of the certificate which confirms passing the online anti-doping course) in the criteria for all-Russian sports federations;
- algorithm of completing and obtaining TUE;
- development of the sports medical professionals pool who own the technology of accompanying the training process of athletes through completing and obtaining TUE.
