The Russian Anti-Doping Agency (RUSADA), which is responsible for initiating the creation and coordinating the work of an independent Disciplinary Anti-Doping Committee, plans to expand its membership.
The Anti-Doping Organization aims to ensure an impartial hearing for any person accused of adverse analytical finding.
RUSADA ensures that hearings are conducted by an operationally independent committee, known as the Disciplinary Anti-Doping Committee. This committee acts in a fair and unbiased manner, in accordance with international standards for results management. It is operationally independent of RUSADA, government agencies, and international and national sports organizations, so no organizations can influence its activities or decisions.
During hearings, the committee must determine whether there has been an anti-doping violation and decide on any consequences.
Members of the Committee are appointed for a period of four (4) years with the possibility of re-appointment after the specified period an unlimited number of times. They must regularly participate in committee meetings.
All committee members undergo comprehensive training and have the opportunity to participate and speak at various events organized by RAA RUSADA, including international ones. Participation in the work of the committee is a unique opportunity to apply professional knowledge and skills in order to make fair and impartial decisions in accordance with anti-doping regulations.
Candidates for committee members must meet certain criteria:
- Work experience in the legal field for at least five years or
- Work experience in healthcare, pharmacology, or sports for five or more years.
- Have sufficient competence in the field of sports and anti-doping activities.
It is not appropriate for persons who are included in the list of arbitrators from the national arbitration body, which is authorized to consider appeals against Committee decisions, to be appointed as members of the Committee. Also, it is not suitable for those who hold positions on a commercial or volunteer basis, or participate in the management of state bodies, international sports federations, national sports federations, or other organizations responsible for sports events.
If an athlete is serving a period of ineligibility due to an anti-doping violation, or is not subject to RAA RUSADA's authority and their disqualification was not taken into account during the results management process in accordance with anti-doping rules, they may be found guilty of committing acts that constitute an anti-doping violation if those rules were applied to them. In such cases, their disqualification status must remain in effect for six years from the date of the criminal, professional, or disciplinary decision, or until the end of any criminal, disciplinary, or professional measures, whichever comes first.
