RUSADA on the International Stage: Outcomes of the 11th Conference on Sports Management and Law

On November 18-19, the 11th International Scientific and Practical Conference on Sports Management and Law, themed "Preserving the Integrity of the International Sports System: New Challenges for Sports Management," was held at the HSE University Moscow campus, with RUSADA serving as a co-organizer.

A welcome address to the Conference participants was delivered by Deputy Prime Minister of the Russian Federation Dmitry Nikolaevich Chernyshenko:

"The Conference is an important platform for discussing current issues facing the sports industry today: from the implementation of digital technologies in sport and the fight against doping to maintaining international contacts and developing sports governance."

A highlight of the Conference program was the first Round Table of the International Anti-Doping Club of BRICS Member States and Partners, initiated by RUSADA. The round table was opened by State Secretary – Deputy Minister of Sport of the Russian Federation, Vice President of the Russian Olympic Committee, Alexander Nikitin. He emphasized the strategic necessity of consolidating the state, the sports community, and the expert community to protect clean sport from growing challenges.

For the first time, heads and representatives of anti-doping organizations from Brazil, the UAE, the Republic of Belarus, and the Republic of South Africa, as well as leadership from the Havana Anti-Doping Laboratory and the Pan-American Regional Anti-Doping Organization, gathered at one table. Moderated by RUSADA Director General Veronika Loginova, the discussion focused on national approaches to building anti-doping systems – from legislative foundations and institutional structure to educational practices. Particular attention was paid to the Russian model: a comprehensive approach that combines strict adherence to international standards, independent investigations, and proactive prevention in partnership with federations and regions.

Following the dialogue, a Memorandum of Understanding, Cooperation, and Creation of an International Discussion Club in the Field of Anti-Doping was solemnly signed. This Memorandum serves as an official tool for regular horizontal interaction among anti-doping organizations of friendly nations.

An important addition to the international agenda was a session with the All-Russian Public Movement Zdorovoe Otechestvo ("Healthy Fatherland") on the topic "Sports Values and Sports Ethics: Their Role in Strengthening the Health and Well-being of Modern Youth." Ambassadors of Zdorovoe Otechestvo and a representative of the Russian Olympic Committee Athletes' Commission discussed how the principles of integrity, respect, and the pursuit of development shape sustainable life attitudes in young people, extending beyond athletic careers.

The first day of the conference concluded with a round table titled "Professionalization of Anti-Doping Activities," where heads of sports federations, representatives of the Paralympic movement, and anti-doping specialists discussed specific organizational challenges: how to integrate anti-doping rules into staffing schedules, regulations, and eligibility procedures; what barriers arise in practice (lack of expertise, absence of designated officials) and how to overcome them. Real-life case studies were presented from the biathlon, volleyball, canoeing, and Paralympic sports federations. Participants unanimously acknowledged that RUSADA is not only a testing authority but also a methodological, advisory, and educational anti-doping body.

On the second day of the conference, an international plenary session took place, moderated by Veronika Loginova, Director General of RUSADA. The discussion was joined by the heads of anti-doping organizations from Brazil, the UAE, Central America (PAN-RADO), and the Republic of South Africa. Participants discussed the role of anti-doping in strengthening the integrity of sport.

The conference confirmed that the protection of sport's integrity is only possible through collaborative effort — and RUSADA remains its central coordinator in the field of anti-doping.
