RUSADA and PAN-RADO (Pan-American Regional Anti-Doping Organization) Agree on Cooperation

On November 20, 2025, RUSADA and the Pan-American Regional Anti-Doping Organization (PAN-RADO, based in Panama) signed a cooperation agreement at RUSADA’s office in Moscow. The document was signed by RUSADA Director General Veronika Loginova and PAN-RADO President Dr. Saul Saucedo, who also represents Panama at WADA. PAN-RADO’s President and Executive Director, Manuel Villalobos, visited Moscow at RUSADA’s invitation to participate in the XI International Scientific and Practical Conference on Sports Management and Law, titled “Preserving the Integrity of the International Sports System: New Challenges for Sports Management.”

Dr. Saul Saucedo stated:
“The primary goal of our cooperation is to advance anti-doping education—since awareness-raising remains the most powerful tool in the fight against doping. On behalf of the 19 countries within the PAN-RADO region, I extend our deepest gratitude to RUSADA for this initiative and openness. For us, the resumption of international dialogue is especially significant: in recent years, we have keenly felt the lack of contacts and professional exchange. Today’s step is not merely a declaration—it marks the beginning of tangible joint work, in which we are prepared both to share our expertise and to learn from our colleagues.”

The signing of this agreement symbolizes the revival of constructive collaboration among anti-doping organizations across regions. RUSADA reaffirms its commitment to the principles of openness, international cooperation, and strengthening sport integrity through education, knowledge exchange, and joint initiatives.
